JAMES “JAY” COLEMAN MOUGHON III
INTERNATIONAL DIRECTOR
Jay Moughon, from Clifton, Virginia, USA was elected to serve a two-year term as international
director of Lions Clubs International at the association’s 104th International Convention, June 24
through June 28, 2022 held in Montreal, Quebec, Canada.
Director Moughon is a retired Army colonel and government civil servant. During his 42 years
of service in the Army, his assignments included the command of a rocket and missile battalion
comprised of 500 soldiers. He also served as an assistant professor of systems engineering at the
United States Military Academy, West Point, NY.
He is a distinguished military graduate of the University of Georgia with a Bachelor of Science
degree in biology. He holds a Master of Science in operations research from the Naval
Postgraduate School in Monterey, CA, and a Master of Science in national security affairs from
the National War College in Washington, DC.
As a member of the Clifton Lions since 2001, he has held many offices within the association
including zone chairperson, district GLT coordinator and has served as an LCI/LCIF board
committee member. He is a graduate of the Regional Lions Leadership Institute, the Advanced
Lions Leadership Institute, the Faculty Development Institute, and the Lions Certified Instructor
Program. Through Lions University, he completed the requirements for bachelors, master’s, and
doctorate degrees.
Director Moughon and his wife, Nancy, are the proud parents of three wonderful children—two
daughters and a son—and the grandparents to two perfect grandsons
